1) They don't have the excess land and 2) The town probably would allow it.


IIRC, when Miami was going to build it's on campus basketball facility, Coral Gables made Miami to scale back the size of the facility.

Unlike VT, the U still must go before the Coral Gables planning commission, and the governing body every time it wants to turn a shovel full of dirt.

IIRC, at Tech, Montgomery Co and the Town of Blacksburg, within certain parameters of course, which were spelled out, gave permission to Tech to do it's own "land planning". Every time VT wants to turn a shovel of dirt, it does not have to go running to a local planning commission and then the local governing body to get permission to build a building.
